00:06:36.319 This is an application and a statutory
00:06:38.960 right ofway or SRW for a public trail at
00:06:42.240 4271 4275 and 4281 Island Highway South.
00:06:49.280 There is a current
00:06:52.400 seven lot subdivision application. is a
00:06:54.720 strata subdivision for which both the
00:06:57.199 ESADP and SRW are a condition. The SRW
00:07:02.240 agreement is a community amenity that
00:07:05.039 the property owner volunteered as uh as
00:07:08.080 such at the time of resoning.
00:07:11.360 The three lots, the existing three lots
00:07:13.599 are approximately 60 hectares or 148
00:07:16.639 acres combined and have a land use
00:07:19.759 designation of rural residential and are
00:07:22.319 zoned rural residential community 1.
00:07:26.400 The SRW will provide a public amenity on
00:07:29.919 the site in alignment with the area D
00:07:32.400 OCP and will be located on the proposed
00:07:34.960 lots within the agricultural land
00:07:37.599 reserve of uh buffer of 15 m and that is
00:07:43.199 supported by the agricultural land
00:07:44.800 commission.
00:07:47.199 The ESADP is required as the development
00:07:50.080 is proposed within 30 meters of a water
00:07:52.319 course uh which has been assessed by a
00:07:54.639 QEP and to which riparian areas
00:07:57.199 protection regulation or wrapper applies
00:08:00.319 in addition to the area D OCP
00:08:03.039 development permit area. There was a
00:08:05.919 previous ESADP which was issued based on
00:08:08.639 a rejected rapper report from the
00:08:11.039 qualified environmental professional or
00:08:12.879 QEP at the October 22nd 2025 regional
00:08:16.639 board meeting. The DP was rescended
00:08:19.280 resulting in this new DP application.
00:08:23.360 The province and the SRD has accepted
00:08:25.919 the wrapper report and an additional
00:08:28.400 condition impact assessment or CIA as
00:08:31.840 attached to the report.
00:08:34.719 The project QEP was or has recommended
00:08:38.240 uh stream protection in and enhancement
00:08:41.679 areas for the wetlands and streams on
00:08:44.720 the site and measures to protect both.
00:08:48.320 Attached to the report is uh CIA
00:08:51.680 required to address the unapproved work
00:08:54.640 carried out on the site under the
00:08:56.240 previous DP.
00:08:58.240 The measures within the CIA include
00:09:00.160 restoration of disturbed areas within
00:09:02.000 the SPIA, removal of invasive species,
00:09:05.040 installation of permanent ESA fencing,
00:09:07.839 and environmental monitoring of the
00:09:09.920 work. A post-development report will be
00:09:12.160 received from the QEP to report on the
00:09:14.720 implementation of the protection
00:09:16.880 measures. And at time of future
00:09:19.440 development, a building permit, for
00:09:21.600 example, uh an ESADP application from
00:09:24.399 new owners is required in accordance
00:09:26.959 with wrapper.
00:09:29.760 The instream subdivision application
00:09:32.800 uh can receive a letter of approval from
00:09:35.040 the SRD should the DP be approved and
00:09:38.000 the SRW registered on title of the lots
00:09:42.399 based on the accepted QEP reporting and
00:09:44.640 the public benefit of the SRW provided
00:09:47.040 by the applicant. The issuance of the DP
00:09:49.600 and the registration on title of the SRW
00:09:52.560 is supportable.

00:10:37.600 that in the report it mentions that it’s
00:10:39.279 been moved. Could you speak to where it
00:10:41.839 actually will be?

00:10:49.600 SRW agreement and that is registered on
00:10:53.440 title as well and it was um intended to

00:11:01.839 that could be provided. Um the S SRW is
00:11:06.079 registered or proposed registered along
00:11:08.320 the common property and along uh two
00:11:13.040 three of the proposed lots. So the
00:11:16.240 common property road of the strata lots
00:11:18.640 will become uh part of the public access
00:11:22.800 trail and then as it goes to the west
00:11:27.200 from the highway it will cross over
00:11:30.000 frontage of three of the proposed lots.

00:12:32.079 toolbox or the province’s toolbox to
00:12:34.720 compel removal of the rock blockage
00:12:37.760 which would open proper access as it was
00:12:40.480 historically to fish to the greater
00:12:42.320 wetland complex which it the report
00:12:44.720 indicates there is coo and stickleback
00:12:47.279 in the lower parts of the creek.

00:14:46.399 it’s proposed for lot A as 4.95%
00:14:50.639 and lot B 5.63%

00:14:56.079 exemption. Frontage requirements are to
00:14:59.120 ensure adequate access uh is provided to
00:15:02.560 the lots.

00:16:34.160 is for a pre-construction fill to be
00:16:36.240 placed and leveled outside of the
00:16:38.639 identified spas on the property at the
00:16:41.920 time of further development. Again, uh a
00:16:44.880 building permit application in
00:16:46.240 accordance with rapper and updated QEP
00:16:48.560 report is required and all applicable
00:16:50.639 regulations will be met. The project QAP
00:16:54.639 has provided a wrapper report which has
00:16:57.680 been accepted by the province providing
00:17:00.320 direction to the SRD that the DP can
00:17:02.880 proceed.
00:17:04.720 SP have been identified
00:17:07.439 along with recommendations for measures
00:17:09.679 to protect these areas including
00:17:11.760 temporary ESA fencing, vegetation and
00:17:14.720 tree retention, sediment and erosion
00:17:16.959 control and seeding of disturbed soil.
00:17:20.160 In addition, the environmental
00:17:22.640 monitoring of work and the and of the
00:17:25.520 water turbidity will be completed and
00:17:28.079 then a supporting post-development
00:17:30.320 report that would confirm the work has
00:17:32.960 been done in accordance with the
00:17:35.200 recommendations within the rapper report
00:17:37.039 will be received by the SRD. Should
00:17:39.440 there be any deficiencies, the QEP will
00:17:41.520 make recommendations to address those.
00:17:44.559 And based on provincial and SRD
00:17:46.559 acceptance of the report and of the
00:17:48.799 recommendations, the issuance of the
00:17:50.400 SATP is supportable.

00:19:06.320 Due to the environmentally sensitive
00:19:07.919 areas and geotechnical conditions of the
00:19:10.240 proposed strata lot 5, an easement is
00:19:13.280 sought over a portion of SRD property
00:19:15.360 legally described as lot B district lot
00:19:17.760 134 sayward district plan BIP 64198
00:19:21.679 located at 617 Green Road. Under this
00:19:24.799 plan, proposed uh strata lot 5 will be
00:19:27.440 bisected by an existing driveway that
00:19:29.520 currently provides access by easement to
00:19:31.679 several adjacent properties, including
00:19:33.520 the SRD property at 617 Green Road.
00:19:37.520 A separate easement, VIP 64199,
00:19:40.799 currently exists over the same portion
00:19:43.200 of the SRD property that we are seeking
00:19:45.440 an easement for today. Uh so this
00:19:48.640 easement currently lengthens the
00:19:50.320 driveway access for the uh adjacent
00:19:52.320 properties and the request under
00:19:54.640 consideration is to uh share that
00:19:57.039 existing easement with the newly
00:19:58.960 proposed stratal lot 5.
00:20:01.760 Doing so would enable us to or enable
00:20:04.000 the future owner to access the
00:20:06.400 developable area of the proposed lot

00:25:48.000 starting at 5:00 p.m. I think this I
00:25:50.960 have heard from some people will mean
00:25:53.120 that people who are working off island
00:25:54.799 will likely not be back in time to
00:25:56.640 attend because they would often a
00:25:58.640 workday doesn’t end enable them to get
00:26:01.039 on the 4:30 ferry. Um, and I’m also
00:26:05.200 hearing from people who think that
00:26:07.360 having a 3-hour meeting over the dinner
00:26:10.320 time block
00:26:12.480 uh is a little bit complicated for their
00:26:16.400 ability to have dinner and go to a
00:26:18.400 3-hour meeting. So, I’m just curious if
00:26:20.559 consideration was given to a 6 p.m.
00:26:22.559 start or if it could be considered for
00:26:24.799 the future set of meetings scheduled, if
00:26:26.640 there’s any thoughts on that.

00:27:04.080 that we held on quadra um that was the
00:27:06.559 reason why 5:00 p.m. was selected for
00:27:08.640 this initial meeting um on housing and
00:27:11.120 settlement for quadra. We have indicated
00:27:14.080 um through correspondence with community
00:27:15.919 members and I believe also on our
00:27:17.279 website that our start times will be
00:27:19.120 variable um throughout these sessions in
00:27:21.919 order to try to accommodate as many
00:27:23.679 people as possible. We do realize that
00:27:25.120 some people will be coming um uh back on
00:27:27.840 the island at 5, some people would like
00:27:29.760 to go home and have dinner and come
00:27:31.039 back. So, we’re really hopeful that um
00:27:32.880 by staggering our start times throughout
00:27:34.480 these sessions that we’ll um do our best
00:27:36.320 to accommodate everybody. Um as we’ve
00:27:38.640 indicated to those that have reached out
00:27:40.640 specifically to staff um we have said
00:27:43.520 that um please do attend uh at whatever
00:27:46.159 time that you can make it for. Um the
00:27:48.960 sessions will be ongoing. Um you can

00:31:47.360 SRD is uh at at Quadra Library. So, and
00:31:50.720 there’s a lot of folks that are analog
00:31:53.120 rather than digital. And it would be
00:31:55.039 really great to have some posters um put
00:31:57.279 up and potentially
00:31:59.760 further than that to share them at Serge
00:32:02.399 Narrows, at the post office and and and
00:32:04.640 such so that we can make sure that
00:32:06.240 people are um accessing that information
00:32:09.120 even if they’re not on the internet.

00:33:49.600 the development of housing. Excuse me.
00:33:53.600 So uh at the direction of the board,
00:33:55.279 we’ve located some public land near both
00:33:57.039 Quaioski Cove and Harriet Bay, which are
00:33:59.279 the two designated village centers
00:34:01.200 identified within the current OCP. uh we
00:34:04.080 were researching the potential to
00:34:06.000 support affordable and attainable
00:34:07.279 housing. Um there is an attached map
00:34:10.239 within the report and greater uh detail
00:34:13.679 on all of the identified public lands,
00:34:16.000 but of those that were identified,
00:34:17.760 there’s really only three sites that um
00:34:20.320 are currently undeveloped in a suitable
00:34:22.800 size and and some other uh conditions
00:34:25.760 that make them more suitable than
00:34:27.599 others. Uh though of course they all
00:34:31.280 have constraints.
00:34:33.359 Uh so without going into those specific
00:34:35.520 sites um they are all listed in the
00:34:37.359 report. Um and the full list is also
00:34:40.480 identified in the report. But should
00:34:42.079 further investigation be desired for any
00:34:44.239 of the lands uh identified here,
00:34:46.399 additional direction would be needed to
00:34:48.320 identify which sites we should pursue
00:34:50.079 further. Uh for provincial crownland
00:34:52.560 parcels, uh an appropriate next step
00:34:54.480 would be an inquiry uh to the relevant
00:34:56.480 land manager to determine the likelihood
00:34:58.320 of any form of disposition of that land,
00:35:00.800 including the issuance of a license of
00:35:02.400 occupation, a lease agreement, fee,
00:35:04.320 simple grant or market rate land sale.
00:35:07.680 The subsequent steps would be dependent
00:35:09.599 on the type of tenure being pursued. uh
00:35:12.160 would likely include uh the development
00:35:14.320 of a legal survey, development of land
00:35:16.320 use management plan, consultation with
00:35:18.079 First Nations, and a site site condition
00:35:20.320 assessments, which could include
00:35:21.760 environmental, archaeological,
00:35:23.440 geotechnical, uh portable water and
00:35:25.760 sewage disposal um assessments for lands
00:35:29.280 that are designated as SRD park lands.
00:35:31.839 Um it is worth noting that these lands
00:35:34.000 have been acquired and retained for park
00:35:36.160 purposes. And so while they may be
00:35:38.640 redesated as developable lands, it is
00:35:41.280 important to recognize that the benefit
00:35:42.720 of housing would come at a loss of
00:35:44.480 natural park space and the related
00:35:46.240 conservation habitat and recreational
00:35:48.400 benefits that those lands currently
00:35:50.000 provide. So should further exploration
00:35:53.040 be desired, um public consultation is
00:35:55.440 recommended followed by site condition
00:35:58.079 assessments environment including again
00:36:00.560 the environmental, archaeological,
00:36:02.240 geotechnical, portable water and sewage
00:36:04.560 disposal assessments. Thank you.
